But in Portland. only 43.5 percent of the tax dollar can be used for education. And the way to change these figures. the only way that will have permanent value to the individual and the Nation. is to provide the educational experience that will help people learn the skills that are in demand in this society. There is an acutean immediatenecessity to make skilled craftsmen of the new immigrants so that they may begin to pay for their education and the other services which urban living make necessary. It seems to me to be a selfevident proposition that the traditional academic course of studygeared to the needs of people who are bound for collegethis simply does not fill the needs of our Nation. and it does not fill the needs of the individual who needs our help to learn a useful skill.
