That subsection (a) of section 212 of the Immigration and Nationality Act (8 U.S.C. 1182) is amended by striking out the period at the end thereof and inserting a semicolon and a new paragraph as follows: "(32) Any alien who is within the class of special immigrants defined in section 101 (a) (27) (A) and who seeks to enter the United States for the purpose of performing skilled or unskilled labor (other than an alien who is a member of the professions or who has an exceptional ability in the sciences or the arts). except that such alien may be issued a visa and admitted into the United States upon the giving of a suitable and proper bond. undertaking. or cash deposit providing indemnity as in the case of aliens admitted under section 213: Provided. That. in the event such alien becomes a public charge. the provisions of section 213 shall be applicable to such bond. undertaking. or cash deposit and suit may be brought thereon as provided in such section."
