I want to thank the gentlewoman for yielding. I rise to express opposition to amendment No. 8. Mr. Speaker. I have in the past expressed my opposition to what I consider the unduly restrictive language in the House version of this bill which denied relief to persons who became naturalized American citizens by August 9. 1955. I think the Senatepassed version --containing amendment No. 8 which reopened the Italian claims program to two groups of claimants. American nationals at the time of the claim and persons who became American citizens by August 9. 1955. is a more reasonable approach. Is it not a fact that the provision which I favor would not cost the taxpayers a single cent?
