Session #90 · 1967–69

Speech #900185048

It just does not seem reasonable for anyone to insist that this small number of workers could not be found among the 2% million persons who worked in agriculture in or among the nearly 3 million Americans who are actively seeking jobs but cannot find them today. This leads to a related problemthe alien commuter problem. Some aliens. under the rules and regulations of the Immigration and Naturalization Service. are permitted to live in Mexico or Canada and commute to jobs in the United States. Although their legal status is different from that of temporary foreign farmworkers. their adverse impact on domestic workers is no less pervasive. These alien commuters increase the supply of labor in our border areas.
