Mr. President. I believe bureaucrats in Washington should not be permitted to do that which is contrary to the interests of the local people and certainly to the interests of the migrants. I offered. in committee. an amendment which includes the temporary housing as part of the programs that can be funded under title III (B). I want to make the legislative record absolutely clear that within the Committee on Labor and Public Welfare there is now the strongest support for the continuation of this temporary housing program which the committee had a chance to view and examine while they were in California.
