I have not had an opportunity to study it carefully but as you were going along I noted that on page 2 of your proposal. subparagraph 2. where you are speaking of banning "travel in or through any country or area. or attempt to travel to. enter. or travel in or through any country or area. unless he bears a passport specially endorsed for * * *." Now. isnt it a fact that under the Immigration and Nationality Act a passport is merely defined as any travel document issued by competent authority showing the bearers origin. identity. and nationality. if any. which is valid for the entry of the bearer into a foreign country?
