Mr. Speaker. I would like to include in the CONGRESSIONAL RECORD at this point the text of an excellent address by Mr. Edward Moreno. news editor of radio station KALI in Los Angeles. delivered at the Roosevelt Adult School on May 3. 1966. Mr. Morenos speech. entitled "What Being an American Means to Me." is a very thoughtful and moving explanation of how it feels to be a "new" American. a naturalized U.S. citizen. In describing the rich and diverse cultural heritage of this land. Mr. Moreno declared: The more I observe American culture and the more I read about the development of this country. the more I find that contributions to her greatness have been made by people of Hispanic ancestry and by people from all over the world who still conserve intact many of their beautiful traditions and folkways.
