Session #89 · 1965–67

Speech #890168961

Even the most illiterate peasant knows that if he wants bread. shelter. or security. he must go to the American side or to the side of those with whom we are working. They never go to the Communist side. It is a fantastic thing. and yet somehow or other we are unable to make this count as the great political fact that it is. But there are some 600.000 Vietnamese refugees who have moved over to our side. and they. in terms of the pacification program. represent a great opportunity. Those 600.000 have the potential for becoming a vast cadre. They are within our perimeters. where we can give them the same kind of concern. training and interest that we are giving the cadres which I have already described.
