The goal for this year is to achieve a force of 43.000. with the hope of pacifying another 1.000 or more hamlets In Given a figure of roughly 15.000. with a claimed 3.800 amenable to some governmental control. and a thousand expected to be added in 1966. it is very clear that this is not an Americansized type of effort. It certainly does not have the priority which the situation requires. I point out. also. that there are some 600.000 refugees in that part of Vietnam under the control of the South Vietnamese Government. rather than under the Vietcong control. It is highly significant that when people have fled from their homes because of Vietcong terror. they have not moved in with the Vietcong. No one ever looks to the Communists to give them a helping hand.
