How long can we continue to show these two faces of our foreign policy? How long can we continue to say to the people of these countries "we admire you and respect you and we will help you. but if you want to live among us. we will reject you." I say we can do this no longer. We must conform our immigration policy to our policies as a Nation and our principles as a people. The numbers involved in this bill are very small compared to the principle which it establishes. The people who will be admitted under it will continue to adjust to our country with the speed and dispatch of past immigrants. New Immigrants will make more jobs than they will take. This bill will show the world that in this country by giving opportunity to some. we do not take it away from others. but expand it for all. I strongly believe that this bill goes to the very central ideals of our country.
