Mr. President. the Senator from North Carolina has stated his position and his reservations about the elimination of the national origins quota system. However. I should like to respond to the Senator from Florida that the provisions of this bill received the overwhelming support of the members of the full committee. with some notable exceptions. We would not be assuming our full responsibility under this particular bill. nor would we be achieving the aims and aspirations of the people who are concerned with the measure and the American people as a whole unless we clearly provided that our policy on any immigration bill would be based upon the individuals involved and not upon the country from which they came. I believe that one of the most laudable aspects of the entire bill is the elimination of the racist factor. We have eliminated the AsiaPacific triangle which was based solely on the basis of origin.
