The Senator is correct if he is suggesting that we are going to accept immigrants. regardless of whether they come from Africa or any other country on the basis of what they can contribute to the United States. and not on the basis of their origin or the origin of their parents. If the question of the Senator is whether we are including the countries of Africa on the same basis as other nations. I am happy to state that the countries of Africa are so included. The individuals from African nations who apply for admission to the United States will be considered in exactly the same way as individuals coming from Great Britain.
