The Senator is correct. Not only that. but in considering the allocation under section 203. we considered the question whether those to be admitted were to be unmarried sons or daughters of American citizens. or unmarried sons or daughters of alien residents. We considered how it would affect immigrants with special skills. and how and whether they should benefit from spillovers from subsections (1) and (2). We considered the question of what percent should be given to refugees and so forth. The whole question has been given a great deal of concern and consideration by the voluntary agencies which have been concerned with these matters. Members of Congress who are concerned as a result of the constant examples being brought to the attention of their offices in this field have considered it.
