The bill is designed to deal with the hardship situation. What is involved is a policy decision that should be faced. The American people should know exactly what is being done. I know of no one who is not in favor of doing away with the national origin system. I believe all Senators are in agreement on that point. The question is what we should do about numbers. Let us not get down to quotas. and so forth. Let us know where we are going. Under the bill we shall have perhaps 365.000 a year. It is roughly 290.000 a year now.
