We do know. however. that it would be more than we are taking in now. I believe it would be better. if the Senator from Massachusetts believes that 290.000 is too low. to make the figure 180.000. instead of 170.000. and we could make the Western Hemisphere figure 120.000 or 130.000. Then we would have 310.000 immigrants a year. and we would know what the ceiling would be. We could then adapt my amendment to that situation. by providing that the various exempt categories should come off the top. and the other categories should be divided. We are not talking about a hardship situation.
