Every now and then. we stray off the reservation a little bit. but most of the time. we are supporting the President and his program. and the Great Society. But if the balance of powers and the separation of powers means anything. then the Senator from Louisiana and I have not only the right but the duty to speak our minds when we disagree with the policy laid down by the Chief Executive. and with deep regret. that is what I am doing now. I say to my friend from Louisiana. I shall be back on the team on Monday when the immigration bill comes up. I hope he will be there. too. with me.
