I am sure. could have and would have most gladly offered valuable and much needed talents and energies to our Nation. Because of my firm belief in this. I feel that the ancient and dated national origins system is phased out in this measure. There is no nation on earth that owes more to immigrants. As Franklin D. Roosevelt said in 1944: All of our peopleexcepted full blooded American Indians--are immigrants. or desendants of immigrants. including those who came here on the Mayflower. I most sincerely and respectfully urge my colleagues in the House to join in the spirit of international cooperation and good will to pass this most urgently needed legislation.
