This bill before us today is right. it is proper. it Is long overdue. We and generations before us have helped make this legislation possible. We cannot deny our debt of honor to this country. which has showered such abundance on each one of us. Mr. Chairman. my colleagues are famiiar with the provisions of this bill. They know it does not propose appreciably increasing the present immigration rate to the United States. We are helping. through this legislation. toa reunite families which. prior to this bill. had no hope of seeing their relatives again. We are actively seeking skills and talents which are in short supply in America today.
