Mr. Chairman. when the ledger of the 89th Congress is written one of the many entries it will contain. I am sure. will record the enactment of legislation reforming the basic principles of our immigration quota system. It is most gratifying to me to support the immigration reform bill now before the House that. as President Johnson stated recently. "will wash away a stain on our national conscience and in its place engrave the mark of a just and hopeful country." Basic immigration reform has been an issue facing Congress for many years. The attempts to enact these reforms have gotten nowhere. There has been an abundance of talk but a complete absence of action.
