I have introduced many private bills in an attempt to relieve some of these heartaches. This new bill would solve many of these problems. I am very proud of the people who live in the Seventh District who have been patient for many years in the face of Americas inadequate immigration policies. They number among our finest citizens. and a look at the people this bill will help the most shows they are among the best people of our community. This is shown by the warm affection they enjoy in the community and by such statistical factors as the low school dropout rate. low crime rate. low incidence of welfare. and a high degree of participation in all civic endeavors.
