Mr. Speaker. the main thrust of this bill is the nullifying of the -socalled nationalorigins theory of immigration. That theory has been in our statutes commencing in 1921. It is an antiquated immigration system proven to be unworkable and unscientific. It was devised right after World War I as a result of the atmosphere of fear and trepidation bordering on hysteria. a dlirect result of the unsettled domestic and foreign affairs conditions following that holocaust of World War I. It was based upon the belief that the place of birth or racial origin of a human being determines the quality or the level of a mans intellect. his moral chaiacter or his suitability for assimilation in our Nation or In our society.
