In the midst of fantastic abundance this group of laborers has lagged so far behind that an examination of their working and living conditions would turn the stomach of the average American. Within the last 5 years much has been done in an attempt to improve the lot of these people. We have seen the enactment of the war on poverty program with significant features directed toward alleviating the hardships confronting farmworkers. We have enacted the Migrant Health Act and the Farm Labor Contractor Registration Act. And the Congress has allowed the expiration of Public Law 78. hopefully terminating the adverse impact that foreign labor has had upon domestic labor. However. despite recent progress. much remains to be accomplished.
