I believe t to be repugnant to our free system of .overnment. My State has no poll tax Ls a condition for voting. but the quesion is a natural one. The basis for those sections which vould suspend literacy tests is that they ire used discriminatorily. and thus are clearly in contravention of the 15th amendment. It is the discriminating )peration and manipulation of the litericy teststests that are fair on their facewhich deems the right to vote. rhere is no claim that the tests are inherently wrong. I am not quite clear as to what the exact basis of the proposed poll tax amendment is. upon what authority it is bottomed.
