South Carolina. and Virginia. These States are covered because less than 50 percent of their people who are 21 years of age or over cast a vote in 1964. which was set up as a guideline in the legislation. The effect of the bill would be to deny those six States the right to invoke literacy tests such as knowledge. intelligence. education. or morality on any of the citizens of such States who may wish to vote. The result of directing legislation at six States and six States only is quite unusual and highly discriminatory in that a person can vote in those States even though he cannot read and write. whereas in New York State and many others in the Nation. he will be deprived of the right of franchise. It is reasonable and most desirable that a voting citizen should have at least a little bit of sense and a person who has not been convicted of a felony.
