It did so because of the evidence that the annual importation of some 200.000 or more Mexican workers resulted in severe adverse effects on the job opportunities. wages. and working and living conditions of domestic migratory farm workers. Congress gave the employers sufficient notice. of nearly a year and onehalf. that they would have to make adjustments and develop new methods of recruiting workers. It certainly was not the intention of Congress that the purpose of terminating Public Law 78 was to be offset by a great increase in the number of foreign workers recruited under another program permitted by the immigration laws. I believe that Secretary of Labor Wirtz deserves commendation for his conscientious efforts to deal with this problem and to keep the number of foreign workers at a minimum.
