As much as I would like to see the peacekeeping role of the United Nations strengthened and expanded. I believe that this proposal is completely unrealistic in view of the United Nations present situation. It ignores the fact that the United Nations is in such strained financial circumstances that even its Palestine refugee operation is in jeopardy. It ignores the fact that we have thus far not been able to find any way of compelling the Soviet Union. France. and other countries to live up to their past financial obligations or to contribute to future operations of which they disapprove.
