Florida was the only State that had producing crops that were highly perishable. and needed this supplemental labor to come in and stay with them while the crops were being harvested. There are two areas in the West. one in California. and one in Arizona. which needed supplemental laborers. But they are right on the line with Mexico. They could avail themselves of what is called the green card workers to come in under the same law. Public Law 414still on the booksunder which we bring in workers from the offshore areas. In the case of these two Western States. the workers come in. work all day. go back a mile or two. and sleep in their own homes in Mexico at night.
