The first is that the amendment excludes public agencies and covers only private institutions. It excludes counties. cities. and towns. Thereby. it differs both from my amendment and the amendment of the Senator from Vermont . Second. it does not include that provision of the bill which relates to migrant labor. which I believe even the prospective administrator himself agrees is a proper subject for State authority. if States are to be given any authority in any part of the bill. So. I commend to the Senator from Florida consideration of those two points in connection with the proposed substitute.
