Mr. President. the appearance of the Attorney General follows that of Secretary of State Dean Rusk. and. in my book. is an event of great importance. It is the first time in many years that members of the Cabinet have appeared before committees of Congress to support longneeded reform in Americas method of selecting immigrants. It is my understanding that Secretary of Labor Willard Wirtz will appear tomorrow to testify on the economic aspects of the proposed legislation. President Johnson and his administration are giving firm leadership in a significant area of public policyand for good reasons. put so clearly in the Attorney Generals statement.
