Mr. President. earlier today. Attorney General Robert F. Kennedy testified before a House subcommittee on the urgent need to reform and modernize the discriminatory and outmoded Immigration and Nationality Act of 1952. He said: It is my conviction that there are few areas in our law which more urgently demand reform than our present unfair system of choosing the immigrants we will allow to enter the United States. It is a source of embarrassment to us around the world. It is a source of anguish to many of our own citizens with relatives abroad. It is a source of loss to the economic and creative strength of our Nation as a whole.
