The omnibus legislation I am introducing today will not do away with the desirable features of existing law. The usual preference categories will remain intact. What this bill will do however. is make our immigration law reflect the realities of the 1960s. Mr. Speaker. American history is replete with examples of the important contributions made to our freedom. our culture. and our technology by those who have come to our shores. We need the skills. the talents. and the energies of immigrants no less today. In reopening the gates to those who would come to America we serve our highest traditions and elevate the quality of our civilization.
