I merely want to point out the beneficial effect this bill would have on existing quotas. Instead of gearing the quota to the 1920 census. the quota would be based on the 1960 population figures. The system would follow closely a system recommended in 1960 by former President Eisenhower. The impact on the total annual immigration would be almost to double it. Three hundred thousand people could come to our shores each year. In addition. unused quotas could be pooled and allocated on a firstcome. firstserved basis. subject to the usual preferences. This will eliminate the present situation where some quotas are oversubscribed by as much as 100.000 names while others remain unused.
