By a policy of repression we have hitherto discarded most of the brain potential and a large part of the brawn potential of 10 percent of the population. We can no longer afford that waste. But the only way to stop it is to make sure that the Negro minority shall have every opportunity to develop to the fullest extent every kind of talent with which it is endowed. It is the fashion of American orators in referring to such people as we honor here tonight to say that this country gave the immigrant opportunity. It is a misuse of terms. We gave nothing.
