Before it came into existence in 1951. the need for supplemental farm labor was. in large measure. being met by Mexican "wetbacks." and as a result there was both confusion and social injustice. The formal agreement between Mexico and the United States radically reduced the number of wetbacks. The apprehension of illegal entrants from south of the border by the Immigration and Naturalization Service had swollen to Over a million a year by 1954. Now they number only a few thousand annually. The Mexican program also has given a predictability to farm labor which is considered highly desirable by many growers.
