Mr. Speaker. as a former member of the U.S. Navy. assigned to submarine duty. it Is a distinct honor and a privilege for me to mark the occasion of the 64th anniversary of the Navys first submarine. Had it not been for the tenacity of the inventor ai~d builder of the Navys first truly submersible boat. John P. Holland. a selftaught Irish immigrant. the history of our country might well have been written in different ink. It was on April 18. 1900. that the U.S. Navy took possession of its first submarine. the Holland. This little craft was 53 feet long. and could make 7 knots on the surface and 5 submerged.
