Title I refers to the election of Federal officials. Title I refers to the registration of voters in the election of Federal officials. Title I refers to a literacy test relating to the registered voters for the election of Federal officials. While the Senator from South Carolina is deeply committed in his opposition to the bill. and while I have the highest regard for him as a man of great honor and ability. I say to him that there is not one scintilla of evidence that would deny the Federal Government. either through the executive or legislative branch. the power to protect the privileges and immunities of citizens of the United States and to guarantee equal protection under the laws. When the principles of uniformity are violated. or when a literacy test is improperly given because of discrimination on the basis of race. it Is a violation of the 14th and 15th amendments.
