I say to him that there is not one scintilla of evidence that would deny the Federal Government. either through the executive or legislative branch. the power to protect the privileges and immunities of citizens of the United States and to guarantee equal protection under the laws. When the principles of uniformity are violated. or when a literacy test is improperly given because of discrimination on the basis of race. it Is a violation of the 14th and 15th amendments.
