These qualities. plus a thorough understanding of the laws he administers. have enabled him to do a superior job as Commissioner. A government with a heart is possible only where there is daily determination to function with compassion as well as efficiency. Ray Farrell. who has given almost his entire working life to the Federal career service. has shown that determination. I am happy today to add my commendations to those of President Johnson and the countless others who admire his work. Mr. Speaker. under leave to extend my remarks. I include the report to the President from the Attorney General concerning accomplishments of the Immigration and Naturalization Service and the statement of the President upon receiving it.
