Mr. Speaker. the other day. President Lyndon B. Johnson isaid in a statement from the White House that the 1963 report of the Immigration and Naturalization Service is an example of government with a heart. In my opinion. this was a special tribute to Mr. Raymond F. Farrell. whose outstanding qualifications caused me to strongly recommend his appointment as Commissioner to former President John F. Kennedy. I have known Ray Farrell. who is from Rhode Island. for many years and have always been impressed .by his strong sense of personal dignity as well as his concern for the rights of others.
