His interventions were brief but forceful. I remember a fairly recent one most particularly. It had just been my pleasure. as representative of the Netherlands. to announce that the Board of the Netherlands Migration Foundation had conferred the Olivier van Noort gold medal on Congressman Walter in recognition of the services rendered by him in pioneering the resettlement of refugees and national migrants after the war. Modestly he accepted the award as an expression of appreciation to the Congress of the United States and then went on in a few words to set the stage for ICEMs forward movement. He left us in no doubt that. in his own words. "ICEM was lagging behind the fast pace at which the international situation was developing." His statement was a masterpiece of brevity. but it did put us on a new road. a road along which a flow of skilled manpower toward the developing countries has since begun to move.
