Italian and Netherlands Governments. Small wonder then that Francis Walter was known and revered by untold numbers of new Americans. His interest in the problems of refugees and in helping them to settle in the United States was. however. no narrow preoccupation. It came from a burning desire to help his fellow men. The cost to his country was enormous. and to himself too. in the outpouring of his agile mind and his boundless energy. He worked away at the ideals he had set himself for the benefl of others. Both in and out of Congress he pleaded the cause of those who could be helped to a better life through migration. Francis Walter saw migration not only as a humanitarian activity in which the migrants themselves were to receive benefits. but also as a means of enriching the life of his own countrymen. by bringing in new people. by enabling different cultural experiences to be shared by all. He never overlooked or forgot that his countrys greatness had been built up over 300 years by the energy and drive and the intermingling of old and new Americans. But we in ICEM must also pay a broadly based tribute to our late friend.
