Chairman. was a very special reason for the value my government placed upon the understanding always shown to us by the man who molded the U.S. migration policy. For us Dutchmen. Mr. Chairman. Walters name will always be connected with the Refugee Relief Act that came into being. thanks to his initiative. and with the PastoreWalter Act. which enabled 25.000 Dutch nationals from Indonesia to build up a new livelihood in the United States. Those laws were enacted in periods not always economically favorable for the United States. but it was the great merit of the author of the initiatives that. with him. humanitarian considerations weighed more heavily than temporary economic difficulties. In that respect also.
