We who had the privilege of coming into contact with him. have experienced this throughout the years. Looking back. we realize the tremendous debt we owe to the man who possessed the vision. energy. and persuasive power to tackle as a joint international responsibility the solution through migration of the deeply human problems that arose when. at the end of the Second World War. a continuous stream of refugees poured into the free Western World. It is obvious that those activities resulted in the formation of an international organizationICEMand that Congressman Walter was its soul and the pushing power behind it. If there is any place where the shock of his passing is severely felt. it is in this circle. which can hardly do without the guidance and support of that born leader.
