The problem. however. Mr. Chairman. as I have reviewed the report of this subcommittee is that I have found that for the first time within my memory the amount of money that is appropriated for the United Nations organization and programs. the amount of money that is provided for the Childrens Fund. for the Palestine Refugee Fund. for the Special Fund and the expanded Technical Assistance Fund. for the Indus Waters Funds. and these many other funds that have enjoyed support from this Congress and the President for many years. has been drastically. and I repeat. drastically cut. So I looked at the committee report and I got a copy of the report last Saturday from the Appropriations Committee. to find out what there was about this request of $136 million. a request. by the way. which went through the House Foreign Affairs Committee unchanged. a request that survived the floor of this House unchanged. a request that survived the Senate committee unchanged. and survived the Senate itself unchanged. this figure of $136 million that was asked and that was authorized by this Congress. to see where this $36 million was to be cut from. what program it was that was so poorly administered.
