Our rate of economic growth is not enough to provide all the jobs we need. In many sectors of industry. in some manufacturing and service trades. for instance. wages are far below the level needed to provide decent American standards. One whole group of Americansthe migrant workers employed in the Nations agricultureare exploited to a degree few Americans would believe. In the midst of prosperitythe abundant good life of the 1960sthere are many more than 30 million citizens who are close to the borders of poverty. There is danger. furthermore. real danger that the number of poor in the midst of plenty may be rising.
