Mr. Speaker. some weeks ago I expressed dismay over the fact that Castro had been given the right to select half of the refugees coming into the United States since the quarantine in October of 1962 and exposed the fact that some 2.000 refugees had thus been handpicked by Castro and all but 20 had been admitted to the United States. The State Department in its admission that this was true said that it was "academic." At the time I cautioned against Castros opportunity as the result of this irresponsible and silly arrangement to infiltrate the entire refugee freedom fighter effort to oust the Communists from Cubaand to carry on any other spy purpose desired by Castro in this countryby shipping in Castro Cuban spies. Proof that this apprehensionand for calling this to the attention of the Houseis well founded is contained in an article analyzing Castros spy network in the United States. that appeared in the Miami Herald on September 8 in which it was exposed that more than 150 Cubans suspected of being Castro agents and hardcore Communists have been discovered and ordered out of the United Statesand many more are suspected as the result of the efforts of the FBI. It is high time that closer scrutinizing of all refugees coming into this country from Cuba be made to guarantee against such spy activitiesa demand I made many months ago and which I renew todayand that more deals or accommodations be made with Castrowith regards to refugees or any other matter.
