Mr. Speaker. the news of the kidnaping by Castro military units of refugee women and children from the Bahamas came as a shock to most Americans. and for those of us in Florida a further indication of the lawless acts of a Communist puppet. Many of us in the Congress have been calling for a stronger U.S. policy toward Castro. All we are able to get from our State Department are mild assurances. We ask ourselves once again: What is our Cuban policy? The Miami Herald headlined an editorial for August 16. "The Outrages Continueand U.S. Planes Watched?"
