The- bill appears. to have been hastily drawn and to contain considerable internal inconsistencies: � More important. the bill appears to contain grave defects of administrative feasibility and equity. Mr. Speaker. there is a clear and pressing need for an immigration bill representing a carefully thoughtout approach of thorough and workable reform to our discriminatory immigration laws.
