Mr. Speaker. after 2 1 years delay and inaction. Presidentr Kennedy has. finally put in an immigration bill. -.R.. 7700--once considered urgent. The- bill appears. to have been hastily drawn and to contain considerable internal inconsistencies: � More important. the bill appears to contain grave defects of administrative feasibility and equity. Mr. Speaker. there is a clear and pressing need for an immigration bill representing a carefully thoughtout approach of thorough and workable reform to our discriminatory immigration laws. I am currently engagedas are a number of other Members--in attempting to work out a bill which we hope will reflect this kind of approach. Mr.
