President. in the course of hearings on S. 527. it has become increasingly clear that the bracero program has been a continuing injustice to the American worker. There are qualified and willing workers able to do the braceros jobs. if offered a decent wage and decent living conditions. It should not be forgotten that the bracero is provided by agreement with Mexico with decent housing. workmens compensation. and a guaranteed amount of work. The American migrant has none of these protections. Under the provisions of S. 527. the American worker would be able to receive the same benefits now given to the Mexican. At the same time. the grower under this voluntary program would be assured of a qualified labor force at harvest time.
