Domestic labor supply is currently not available to meet the supplemental labor required in a number of Californias important crops. California agriculture and California State governmental agencies are concentrating on developing ways and means to fill their labor requirements from domestic sources. However. these means will fall short in 1964. and for sometime thereafter. and will result in a curtailment of the production of important crops if foreign contract labor is not available. In addition. the loss of the contract foreign labor and therecruitment of necessary labor from domestic sources will create economic and social problems. such as unemployment in related industries. problems of transportation and housing for workers and their families. the need for schools. hospitals and other services. This board is as concerned with the individual arm laborer as it is with the farmer.
