Mr. Speaker. this is an amazing admission of concessions to and deals made with Castro. It means that Castro. not the United States. dictates who enters this country from Cuba. I share my colleagues grave concern over this clandestine deal which evidences a slipshod security check on the refugees entering this country and which adds validity to the charges that many Castro agents have entered this country as refugees.
